administration and vaccine codes

My pediatrician billed for 90700,90700,90655,90648,with adm codes 90460,90461,2units 90461,1 u 90460,1u 90460, and 90472,90472 was denied for add on billed with inapropriate procedure,please tell me, was this claim billed correctly, it seems to have too many adm codes thanks
