diagnoses codes on a superbill/fee ticket

I received an email from a group of physicians who want me to compile a list of payable diagnosis codes for them to use on their superbill.
I know that it is not compliant to only list "payable" diagnosis codes on your superbill as it is not compliant to code/bill in accordance with what might or might not get paid.

I am trying to find out if there is a term/name for this....I want to cite specific legislation or name of what this is called in my email as I'm new with this particular group and would love to have something in writing to back me up
