bone marrow and admin codes

when a bone marrow aspiration (38221) performed in outpt setting and the doctor gives demerol. How do you charge for the adminstration? Medicare has been bundling the admin code with the bone marrow looked on cci edits and cant find a modifier that can be used. help please
