62252 reprogrammable shunt

Our neurosurgeon states he is not reading an MRI/CT Scan as these are reprogrammable shunts that the neuro surgeon can look at in the office and then make adjustments as necessary for proper drainage etc. I asked him if he thought that a 26 modifier was appropriate for the reprogramming but he indicated he doesn't think so. Please advise as some payers are determining the appropriate modifier is not appended to the CPT®. Currently we do not have a modifier. We are billing for 62252 on it's own.

62252 26 A Csf shunt reprogram
If reading and adjustments done in a facility setting, append modifier -26 to code 62252. This is an active code based on Medicare Physician fee schedule.

It is all performed in the office not in a "facility" setting. So would it still be appropriate to use 26 or would we be correct in billing the global as we have been doing?
