Chemotherapy Drugs Mixed But Not Administered

We have a patient that reacted to the first of several drugs that were to be administered for chemotherapy. The IV was stopped and she was taken to the ER. Our Chemo Infusion is considered an office location. Our question is can we bill Medicare for the drugs that were mixed but not used? I have been searching CMS's IOM and our Medicare website and have not been able to find information to support this situation. If someone can lead us to the documentation for billing, it would be much appreciated!

Chemo

No, payment cannot be made by the Medicare program in this situation. Administration of the drug is required before payment can be made.
