Modifier 66 or 62

Scenario is that a trauma patient is first operated on by a vascular surgeon to repair an artery in the leg that had no pulse. When he was through, the trauma surgeon continued at the same session and initially stabilized the knee and femur fractures. What do you recommend for the modifier on this case?
66 - Surgical Team, or 62 Two surgeons?

It is difficult to assign codes without a procedure note. You would not use modifier 66 because it requires at least 3 surgeons. You would not use 62 if surgeons are not using same procedure code (Medicare).
