Removal of birth control implant

One of our ortho docs removed a birth control implant from a patient's upper arm. He wants to code 20680 - deep implant removal. His reasoning is that it was a difficult removal, the implant was not radiopaque, and it was below fascia. It seems more appropriate to me to bill for a foreign body removal - 24200. Any opinions?

Actually there is a CPT® for Implanon removal 11976. If it was a difficult procedure my suggestion is you bill the 11976 with modifier 22 and send op notes and a letter explaining reason for using this modifier.

Does it matter that the patient was under general anesthesia, and the procedure was not done with a local anesthetic?
