Unusual Medicare billing

We have an unusual circumstance. A patient was being driven by her son from Point A to Point B. In the course of the trip, patient passed away. The son drove his mother, the patient, to our office. The Doctor went out to the parking lot and pronounced her dead. An ambulance was called and the police also arrived. It took a total of 2 hours for all this to be finished. Is there any way to bill Medicare for the time spent by the Physician attending to this unusual situation?
