Moderate Sedation

Surgeon wants to bill a 45378 which includes payment for moderate sedation. What if Anesthesia handled the sedation? Insurance is denying, wanting anesthesia time on claim. I haven't done this in a while, but I thought anesthesia could bill seperately?
