Pre Admission Respiratory Failure

Question:

Patient overdoses at home. Is found unresponsive, cyanotic, with a respiratory rate of 4. CPR is administered and patient starts breathing on his own. EMS brings pt to ED. In the ED, 2L of oxygen is administered and patient is transferred to the ICU. Disharge summary states overdose and respiratory failure.

Technically no respiratory failure upon inpatient admission. Should Acute Respiratory Failure be coded as a secondary diagnosis?
