OT billing

In the past I billed treatment in 15 minute units and using the 8 minute medicare rule. It came to my attention, that when working with pediatric patients in an outpatient clinic (not under Medicare guidelines) that billing can be done differently. For example, if I saw the patient for 32 minutes, that can be billed as 4 units of 8 minutes. Is that correct?
