question on secondary closure code

pt had reopening of a recent laparotomy. abdominal washout and lyse adhesions, as well as placement of a wittman patch and placement of wound vac. the doctor billed 49002, 13160 and 97606. My question is if I can bill 13160 if he left the abdomen open?
