An Excludes1 is used when two conditions cannot occur together, such as a congenital form versus an acquired form of the same condition. Therefore, you cannot code COPD with bronchitis or emphysema. The codes you mentioned are all “Chronic Lower Respiratory diseases” and cannot be coded together. Even though there is not an Excludes1 on J47.9, if you look at COPD and there is an Excludes1, you cannot code them together.
