EMR Vaccine Administering Documentation Requirements

Can a MA administer a flu vaccine and where can I locate the federal or legal documentation which governs whether the MA can or cannot

Additionally, what is the documentation requirement for vaccine administered encounter? We will be coding Z23 / 90471 -90474 & the vaccine substance code.
