Inclsuive question

Wellcare has denied the CPT® code 99386 as inclusive with CPT® 90471 as per Medicare CCI guidelines. On the same claim we have billed 99213 with 25 modifier. What modifier we can use with 99386 in order to get reimbursement. We have already tried with 59 modifier but still not received the payment.
Please suggest.

Did you place the modifier 59 on the 90471? Typically the modifier is not appended to the 9938* codes.
