coding discharge summaries

As an attending physician who admits and bills an H&P, performs scheduled surgery followed by an inpatient hospital stay, can/should a discharge summary be billed? The medical record is not complete until the discharge summary is dictated and it is a hospital requirement. Why should physician time not be billable for this service?

No, if in a major surgery global, the pre-op, surgery, and follow-up for 90 days is included in procedure reimbursement.
