E/m management

Patient is inpatient at hospital. Radiation Oncology doc is asked to see patient for possible radiation therapy for RUL lung cancer. This is a new patient for the Dr. Dr. sees patient as inpatient and determines that the patient needs to be planned for outpatient radiation therapy ASAP.

Pt. was then scheduled to be transferred by ambulance to the hospital's outpatient cancer center for doctor to set up treatment plan and start radiation that same day.

Can I bill inpatient E/M charge with a modifier 25 and location of 21

and bill the radiation set up codes and treatment management codes with location code 22 all on the same date of service?
