CPT® coding

I have an insurance company that states CPT® 99213 is incidental to CPT® 97110 patient had occupational therapy in office and then saw Doctor.

Where do I find rules on this?

Different doctors, different specialties, there should be no issue. Usually when I call to point this out the insurance company will reprocess the denied claim automatically.
