Observation admit 99219 vs next day Hospital admit ???

Patient is admitted into observation status (Doc bills CPT® code 99219 ;) the very next day the child worsens and has to be admitted into the Pediatric floor. Does the patient get discharged first out of observation status (CPT® code 99217) and then readmitted into the Pediatric floor (CPT® code 99222). Or should the doctor be billing subsequent inpatient follow up on next day (CPT® code 99232)

You bill the documented admit code on day of admission to hospital (not 99217)
