Hemorrhoidal banding

If a physician attempts a banding and is unsuccessful, would you code it 46221-53, 46221-52 or just code the anoscopy 46600?

There is a great article by Seth Canterbury in Codapedia, called Modifier 52 vs 53. I think if your physician started the procedure, I would not use the anoscopy code, but would use the procedure code. Take a look at his explanations about the difference between the two modifiers.
