Bundling of E/M and injection

I have recently run into an issue with UHC bundling the E/M code with an injection given at that visit. Patient was seen for sinus infection, and given a steroid shot. Insurance was billed with a 99213-25 modifier, 96372, and J3301. UHC paid only the 96372 and J3301. UHC states " These charges are considered an integral part of the primary procedure and not eligible for separate reimbursement."

I can't seem to find anyone else having this problem.... Any suggestions
