30 day rule

we have a new physician who applied for his medicare # and credentialing in Dec. he has not received the number yet, but has seen patients to discuss their treatment plan (he is an oncologist) if he is not approved until March 1, are we able to bill these January claims, or can we only bill from Feb 1 visits?
