Medi-cal Insurance Non bebefit list codes

Hello,

Can any one help me out on this.

Medi-cal insurance is denying the following CPT® codes 99078,96151,99173 as TAR and Non-Benefit list codes. The fee schedule also shows as 0$. Please guide me on this how to handle with these denials.
