e&m for inpatient and observation patients

ok the doctor i work for does on call at the hospital and most of the time he is the consulting doctor. My question is what CPT® code would be correct for a patient considered observation patient and our doctor being the consulting doctor. I have researched this and I have come up with 99245 with place of service 22. I need some help if this is wrong.
