Neonatology

I have a neonatologist and a family practice provider who both want to charge 99460. The neonatologists is called in for any c-section and if the delivering physician feels the neonate is in distress. The family practice/pediatrican is also there. The neonatologist is billing 99464 and 99460, doing a full exam, and talking to the parents . The FP is also doing a full exam and also wants to bill 99460. Who trumps who??
