Partial Blood Exchange Transfusion

We perform a partial blood exchange transfusion for sickle cell patients. We remove thier own blood and then transfuse donor blood. The therperutic apheresis for rbc, 36512 does not seem right for this procedure becase we do not perform the apheresis.

Are we correct to charge the phlebotomy code 99195 for removal of the blood and then transfusion 36460?
