Provider goes to school

And provides services. POS 03 denied. E& M code was procedure (i dont have exact code, but pretend a 99203).

The prov. Is part of a provider based entity***The school isnt part of the facility...req. for prov based clinic, off campus.

I was asked to find an e&m code for billing and im scratching my head. Several q's are coming into my mind...wondering...

Is there a code a provider could bill at the localtion of a school, that isnt part of the facility for Prov. Based?

If anyone can point me to any resources or answers. I dont mind research, but my research is leading me to say, cant bill it.
