Coding multiple procedures

58662 was coded as primary allowed payment is 719.76
58563 as the secondary " " " 366.43
58671 . ' ' ' 416.46
The carrier rearranged the claim and made the secondary the primary, paying 100% then the primary the seconday paying 50% and the third was incidental.

Isn't it make you insane! Of course I am appealing, but most of the time I lose.
Kindly advise for some consolation, or education.
