billing 99211 with labwork

You stated in an post from 2011 that we can not bill a 99211 when doing an 82270 (hemoccult test x3). I was not able to read your explanation as to why we can not bill it. Why are we not able to bill our nurse's time? They document it in the patient chart and notify the patient's pcp. Thank you!

Why do you want to bill 99211. The work of testing the returned card is inherent to code 82270. There was not significant additional work involved, calling the PCP is not billable.
