Billing "Incident To"

Could someone please clarify whether a registered nurse can bill incident to for injections in an outpatient psychiatric setting? Does the physician or NPP have to be in the same office or on location? Documentation I have found so far on the Medicare website does not list a registered nurse, but always refers to a NPP. Does a registered nurse fall in this category? Are there any different regulations if it pertains to telehealth? Thank you!!!

"Incident-to" for physician billing pertains to office setting, not outpatient setting. In the office setting, the physician has to be in suite.
