67228 and 67210

I would like some clarification as to if 67228 and 67210 can be billed for the same eye on the same day. I saw that there is a CCI edit in place saying procedures are mutually exclusive and a modifier would apply if billed together on the same day. The procedures are being performed for different reasons one for macular edema and the other for retinapathy treatment. One procedure is directed to the vessels leaking blood onto the retina and the other is directed to lesions on the retina.
