BC/BS CHP Admin Fee

Why is it when I bill for BC/BS CHP Admin Fee I keep getting this
[BCBS] Per payor guidelines, when billing for the administration of a vaccine, the corresponding vaccine procedure code is typically also included on the claim. Please review the procedure coding on the Claim Edit screen. I don't understand this-they received vaccines if I don't bill for the admin fee we won't get paid?
