Moderate Sedation

My pediatric hospitalist group also performs and monitors moderate sedation for kids during procedures. If a kid comes in for outpatient sedation, the doc evaluates and determines that sedation is not appropriate at this time, we know we can't bill the sedation code, but can we bill an outpatient E&M code, assuming the requirements have been met?

Same scenario, but the kid is an inpatient......is there anything we could bill there?
