Consult request inpatient request

Attending physician is a psychiatrist, pcp went in and saw pt for 3
subsequent visits there is no consult request for the pcp to go in to see the patient. Can pcp bill for the 3 subsquent visits without having a consult request even though they are patients pcp?

There must be medical necessity for the visits. The attending physician (admitting physician) would request PCP to manage medical condition(s).
