99464 Attendance and Delivery

If called to emergent Cesarean delivery and you arrived five (5) minutes after baby out; you perform a full exam and review of records (all of which was done in the first 5 min of age and indicate baby is fine). Can we still bill a 99464 Attendance and Delivery?
