Critical Care -Billing

I understood that if your the admitting physician and you bill Medicare for the hospital admission and critical care that they will reimburse you for both the admission and critical care, with modifier 25 on admit code. Can you please advise. I keep getting denied by medicare. They only pay for the admission and not critical care. So now we are billing for the critical care only.
