Endoscopy multi procedure

Can I bill 43249 and 43239 together? I am billing 43249 and 43239-59. I am getting paid for the 43239-59 and nothing for 43249 from BC. BC says this is paid by the multi procedure rule for endoscopies. I cant find the transmittal for this.
