54450: Post Circumcision Manipulation

Question: I am trying to clarify procedure code 54450: "Foreskin manipulation including lysis of preputial adhesions and stretching".

What I am wondering, is if this procedure is restricted to an uncircumcised penis, or can it be used after circumcision? Where would I be able to find this information?

Are any Pediatrician offices utilizing this code?
