Passive smoke codes

We are billing Illinosi medicaid and they have recently began to reject our claims. We are billing an office visit (99391 well vist) with primary Dx V20.2 and secondary Dx E code E869.4. Claims are denying for the second Dx. We are thinking that we need to submit an additional code, perhaps one in the 987 series as well. Can you shed some light on why we are getting denied just using the V and e codes?

E codes go with 8 and 900 series of codes. V20.2 is a well visit for a child. Yes you would need a code from the 987 series.
