Fetal Non Stress and 99213

If patient goes to the hospital and has a fetal non stress and then the doctor comes and see her and dictates a note, is it okay to charge an E&M level along with the NST code?

When my doctor bills this I code a 99220 with a 25 modifier and 59051. I have had no issues getting payment on this. The patient was not seen in the office so I would not suggest billing 99213.
