implanon removal with depo injection

there was a patient who came in for a implanon removal (11976) in the morning and came back later in the same day for a depo injection (96372). The depo was denied as being bundled with the removal. Another charge anaylyst thinks the modifier 59 should be added to the 96372. I am unsure if this is correct. Can you tell me your thoughts please?

You should be using CPT® code 11982-Removal, non-biodegradable drug delivery implant; for the implanon removal. Per SuperCoder.com "Code 11976 was left in CPT® to report the removal of the capsules for the Norplant system." Append modifier 59 to 96372 and don't forget your J1050-Injection, medroxyprogesterone acetate, 1 mg. I hope this helps!
