According to CCI Edit, code 99404 and 90785 can be billed together, but does anyone know if this also applies to EAP program?

That's a tricky question, and the answer is often completely dependent upon the EAP plan. I deal with EAP's often with my psychologists, and each EAP requires different codes be used, differing amounts of paperwork be submitted, etc. I would address this question directly with the EAP.

If a parent met with the Psychologist at first session without the patient, would I bill 90846 and for the second session 9083x with just the patient present?
Is there an interactive complexity code for the second session?

It depends. If the very first session with the parent obtained information that would assist in treating the parent, then it could be considered an assessment 90791. Not clear on where the interactive complexity comes into play - the code for interactive complexity refers to specific communication factors that affect treatment. These factors must be clearly indicated in the documentation, in order to support billing interactive complexity.
