alcohol intoxication and withdrawal same visit

How is an observation visit coded when MD states in the discharge diagnosis that patient was intoxicated and later had ETOH withdrawal? Both were treated. Can both the dependence with intoxication and the dependence with withdrawal be coded in this situation? There is an excludes 1.
