Doctor did an excision of sebacous cyst in the periorbital area using a gauge 18 needle without local anesthesia. Do I have to use the code under Excision- Benign Lesions?

Did the doctor do an incision and drainage with the needle?

Or, did the doctor excise a lesion with margins?

Given the fact that the doctor used a needle, I am assuming it is the first, and would look at 10060.

Without the doctor's note, however, I can't be sure.

doc did not mention the I & D. He just mentioned removed 2 mm cyst using a Gauge 18 needle without LA.
