Observation infusion charges

If the hydration was initiated in the ambulance prior to arriving in ER- Can the ER charge for this hydration charge? If they have the documentation to show the start time? Same for infusion initiated in the ER and continued on the OBS floor? Can the floor charge the OBS infusion charge?
