wound coding -97597 + 29580

On another coding website, there was a recommendation not to bill separately for 97597 debridement and 29580 Unna boot. Seems to me that sharply debriding a wound is a different service than removing an old and applying a new Unna boot, and could be billed with a -59 modifier? Thoughts?
