pcp biling annual physical exams same day as well woman exams

Can a primary care physician bill a 99387 with diagnosis code V70.00 on same day as an S0610/S0612 with dx of Z01.419. I cannot find any payer policies for these 2 codes being billed together and, all Insurances we have billed w/the annual physical exam codes 9938_ thru 9939_ are denying the S code and Q code as inclusive w/the 9 code.
