Date of Service

I was doing a recent audit and came across the following scenario:

The patient had an outpatient procedure on 11/22/08. The from through date on the claim was 10/23/08 - 11/22/08. The charge on the claim associagted with 10/23 was what appears to be a pre-admission EKG. Is this o.k.? I find lots of info on the 3 day window etc., but nothing that specifically addresses this issue. TIA

FYI: My question was answered today when I did some research and discovered that the facility did not provide me with the final UB04 claim. They took off the pre-admission testing and changed the from through date prior to dropping the claim.
