Incident too billing

I have a NP that was billing "incident to" since she had started several years ago. Last year the hospital stated unless she needed to be in PECOS or they could not accept lab or radiology orders. So needless to say we contacted our billing and credentialing department and got her into PECOS. We was never told how much trouble that can cause, not to mention loss of revenue for her. Now I'm being told she can not bill "incident to" since she has a "Medicare Number" and even though we follow all of the rules to bill as such she has to bill under her own number and get paid less.
Do you know if this is true?
