Co Management billing for Cataracts

I have found excellent billing information for the opthamologist who is the surgeon for cataracts but cannot find information when an optometrist is co-managing the patient. We have a large practice and have a substantial load of cataract patients.

We bill like this for the first eye: 66984-55-RT
We get paid.

We get denied when billing the second eye during the global period of the first eye

What is the correct billing for our Optometrists for the second eye ? Do we add payment modifier 79 AND modifier 55 ? We have to indicate we are doing post op care only. Thanks for your help !!
